Korea's cabinet passes AI Basic Act and Data Industry Act amendments requiring government-funded AI training data on AI Hub (report)

Announced October 13, 2026

Verified (fact)

Korea's Ministry of Science and ICT said on the 13th that amendments to the Framework Act on the Development of Artificial Intelligence and Establishment of a Foundation for Trust (AI Basic Act) and the Framework Act on the Promotion of Data Industry and Data Utilization passed the Cabinet Council (State Council). The AI Basic Act amendment requires AI training data built or produced through government projects to be linked to and provided on 'AI Hub' (the government's public AI data platform). Data may be withheld for reasons set by presidential decree, such as trade secrets, infringement of personal information or copyright, or national security. The government also set out a legal basis for administrative, financial and technical support and for quality management. The Data Industry Act amendment supports finding the locations of scattered public and private data in one place. The input materials do not state when the amendments take effect.

Why it matters (interpretation)

The system pools training data built with national budget funds in one place for anyone to use. Domestic model developers and startups could cut the cost of acquiring data. However, the exceptions are broad, so how much data is actually released will depend on the enforcement decree (interpretation).
