Korean lawmaker says 81% of government's 260,000-GPU target is the sum of corporate plans, government share counted by contracts (report)

Announced October 14, 2026

Verified (fact)

Rep. Choi Hyung-du, the People Power Party's ranking member on the National Assembly's Science, ICT, Broadcasting and Communications Committee, released parliamentary audit materials obtained from the Ministry of Science and ICT and the National IT Industry Promotion Agency (NIPA). According to the materials, of the 260,000 GPUs the government says it is pursuing, the private-sector share of 210,000 (about 81%) is the sum of plans announced by companies, without agreements or commitments with the government. The private-sector figures are 60,000 for NAVER and 50,000 each for SK Telecom, Hyundai Motor Company and Samsung. The ministry responded that "each company announced its own plans." The government's own share of 50,000 GPUs was also found to be counted based on contracts and orders, not actual delivery or operation.

Why it matters (interpretation)

It suggests that GPU procurement figures, a key metric of Korea's strategy to become one of the top three AI powers, may differ from actual operating capacity. Calls to scrutinize the government's computing infrastructure policy and how it measures results could grow.
