Korea's government-wide AI platform for civil servants runs 4 domestic and 6 foreign LLMs, built by Samsung SDS and NAVER Cloud (report)

What happened

According to material that the office of lawmaker Kim Jang-gyeom (National Assembly Science, ICT, Broadcasting and Communications Committee) obtained from Korea's Ministry of Science and ICT, the government-wide hyperscale AI common platform hosts 11 LLMs: 5 on Samsung SDS's platform and 6 on NAVER Cloud's platform. Excluding one model that runs on both platforms, there are 10 distinct models: 4 domestic and 6 foreign. Samsung SDS's platform includes models from Upstage and Samsung Electronics alongside models from Google, OpenAI and Meta. NAVER Cloud's platform includes models from NAVER and LG, among others.

Why it matters

The government promotes sovereign AI, but the numbers show that foreign models outnumber domestic ones on the platform civil servants actually use. How to raise the share of domestic models in public procurement could become a policy issue. Some in the industry say foreign models are hard to replace all at once, so the domestic share should be increased gradually.
